ARTS EDUCATION PROGRAM MANAGER
Position Description
The Arts Education Program Manager promotes high quality lifelong learning in the arts, with a focus on pre K-12. It also works to integrate the programs of community arts service organizations with arts education in and out of school. This position is responsible for developing, managing, and coordinating all aspects of grants and services in arts education and related community grant programs to implement the Councils strategic plan. Partnership development with key organizations, keeping current with issues facing the field and finding creative ways to address them are vital to the effectiveness of this position.
Principal Responsibilities:
1. Identify issues and trends affecting arts education. Analyze how these issues affect the Councils strategic plan, annual work plans, and grants and services. Manage research and evaluation activities in arts education and community arts services and make recommendations to address issues and trends.
2. Manage Arts Education and Community grant programs. Coordinate grant program activities with other program staff. Assure proper implementation of grant policies and procedures, and compliance with federal, state and private funding requirements. Involves:
® Developing grant programs to meet challenges in arts education and communities and the goals of the Councils strategic plan. Manage and evaluate these programs.
® Preparing grant program criteria and guidelines; assisting applicants and grantees with understanding program guidelines and requirements. Provide applicants with feedback from panel review. Process grant applications and grant contracts, reviewing grant reports to verify funded activities are accomplished.
® Selecting and supporting grant application reviewers/panelists, arranging and facilitating electronic and on-site panel meetings. Serve as a voting member of staff panels making rolling grant award recommendations to the Executive Director.
® Keeping a finger on the pulse of the field by reviewing and analyzing grantee reports; using the grants database for reporting, evaluation, and general information; and making site visits to grantees and potential applicants and partners to provide assistance and consultation, and to keep current with their activities and the issues they are facing.
3. Manage Arts Education program services and collaborations. Includes: ® Managing Vermonts Poetry Out Loud competition, sending a state champion to the National competition. Involves promoting the program to high schools to encourage participation, recruiting teaching artists to provide teacher and student workshops, setting up and managing semi-final and final competitions, and arranging coaching support and press relations for the state champion. Assure Vermont compliance with National Endowment for the Arts requirements for the program, including submitting an annual plan and reporting on activities.
® Working with the Vermont Department of Corrections and the Community High School of Vermont to incorporate Poetry Out Loud recitation into its programming for students.
® Serving as liaison and initiator for arts education planning and development in coordination with local, state and regional partners, Council Board members and advisory committee.
® Providing arts education support and information to school administrators, teachers, teaching artists and interested community members. Facilitate collaboration between and growing the network of arts, education, and community groups. Provide arts education

information and content for Councils web site and publications. Participate in Councils social media platforms as appropriate. Coordinate and conduct workshops and other services for arts educators, communities and arts service organizations.
® Managing the jurying of teaching artists as a resource for schools and arts organizations, including application processing, jurying panel management, and program evaluation. Provide professional development and networking opportunities for juried teaching artists.
® Working with other staff to increase opportunities for culturally diverse experiences and greater understanding within schools and among the public at large.
4. Manage general program requirements. Includes: ® Collaborating with program staff on program design, development and direction, including analysis of issues, program and project goals, evaluation and reporting. Work collaboratively on grant guidelines and panels. ® Assuring program compliance with Section 504/ADA accessibility issues. ® Supporting advocacy efforts in arts education and community arts services.
® Managing budgets of grant programs and other line items or projects assigned.
® Writing and managing federal and other grants that support education and community programs, working with fundraising staff. Prepare required interim and final reports in a timely manner.
® Participating in Arts Advocacy Day, the Councils Annual Meeting, award presentations and other Council events and activities as appropriate. Representing the Council at local, state, regional and national activities as required.
Reports to the Executive Director, and is exempt from the Fair Labor Standards Act.
Qualifications:
Relevant Bachelor's Degree and at least three years experience in administration of, or consultation with, organizations that serve artists and arts education are required. Graduate study in arts management will substitute for experience up to one year.
Requires the ability to design projects and programs in line with the Councils mission and strategic plan, as well as the ability to develop and take the actions needed to successfully implement projects with the cooperation of key partners and constituents such as schools, teachers and school administrators. Skill in working in teams consisting of state agencies, private organizations, teachers, artists, staff and board members is also important. Ability to manage multiple priorities and tight deadlines, and to establish and maintain effective working relationships needed. Ability to listen and communicate effectively is important. A working knowledge of arts education and its role in the community is absolutely necessary.
Requires: knowledge of arts education; knowledge of the role of the arts in community life; good written and oral communication skills, including good public speaking skills; organization skills; the ability and desire to work effectively as part of a team; word processing, spreadsheet, database, and social media skills; and a strong desire and ability to learn to make best use of technology to enhance efficiency and effectiveness. Knowledge of the Vermont arts education community as well as federal laws affecting education such as the No Child Left Behind Law and the Vermont Framework of Standards and Learning Opportunities are strongly preferred.
Personal transportation required. Duties require some light lifting, travel in-state and out of state, and attending/participating in some evening and weekend events. Must converse on phone; attend, observe, participate in a wide variety of meetings.
